When using flakes, use as is or you can blitz them up in a food bullet or processor to make them have an even closer consistency as onion powder.
Finely Grated Fresh Onion
Fresh onions turn into a paste when finely grated and will add flavor to any recipe without additional bulk. This is a good substitute in many recipes, but not for recipes that can’t take additional moisture. Onions are around 85% water but when in powder form, it’s dehydrated to about 4%, which means you will need to make adjustments to the liquid content of the recipe you’ll use it for.

It won’t add any additional moisture to your recipes, but the downside is there is an addition of salt. Most blends have a 1:1 ratio of onion powder and salt.
